This type of power comes out of force, domination, and control. Power over shows up when individuals motivate others through tactics of fear.
Coercion and leading with this type of power can promote a particular type of workplace culture and promote particular types of conflict. When leaders lead with fear, there tends to be a ripple in the work environment and culture. Conflict might arise often and between various members or a team.
